- Parks board appointments: Approved the appointment of Cara Benson (Ward 2) and Chris Robinson (Ward 3) to the parks board. Vote: unanimous.
- Playground at Northwest Fifth and Markwell: Approved a contract with Happy Playgrounds LLC for design and construction in the budgeted amount of $75,000. Staff said neighbors selected the playground design in a community meeting; the city owns the property. Vote: unanimous.
- Right-of-way acquisition services: Approved a contract with Pinnacle Consulting Management Group, Inc. for right-of-way acquisition services for the Northwest 20th Street and Shields Boulevard interchange improvement project (ODOT JP 3686904) in the amount of $121,450. Staff said approximately 14 parcels are involved. Vote: unanimous.
- Auction surplus equipment: Declared trailers, vehicles and miscellaneous equipment for auction through Sourcewell (contract number cited); staff estimated older garbage trucks might resell for approximately $5,000–$8,000. Vote: unanimous.
- City Hall renovation: Awarded bid No. 2025-010 to Midtown Construction in the low amount of $1,429,750 for renovations to City Hall; mayor said the project was funded through a sales-tax note and will proceed under the city manager’s contract authority. Vote: unanimous.
- Polycarts purchase: Approved the budgeted purchase of polycarts; staff identified the lowest responsive bidder as Rarig (staff noted differences in material durability among bidders). Vote: unanimous.
- Other consent items: The council approved the annual maintenance agreement with the Pioneer Library System for FY2025–26 and several consent-docket items with unanimous votes; two agenda items (5 and 6) were stricken at staff request.
Executive session and related action: The council met in executive session under Section 307 of Title 25 of the Oklahoma Statutes to discuss pending litigation, case No. CJ-2020-438 (Jim Buxton on behalf of William and Anne Urban v.
