Applicants Carlos Dyer and Andrea Jackson told commissioners they want to operate a cocktail lounge focused on craft drinks and community events; Jackson said, “we really have a passion for the industry.” The site is in a legacy commercial area and meets the zoning criteria for the requested use, planning staff said.
Commissioners raised concerns about potential impacts to nearby residences to the south and asked for limits on outdoor activity and amplified sound. Planning staff noted one special‑permit requirement: the outdoor patio area must be at least 100 feet from the nearest residential property line; the application met that condition. The applicant said there would be no outdoor speakers or amplified audio and offered to close the patio earlier on weeknights; one applicant said they “can definitely close about 12:00” for outdoor activity and would bring patrons inside earlier.
A commissioner asked whether state liquor licensing rules might preempt local limits on hours of operation; the commission requested an opinion from the municipal counselor on whether the city could impose hour restrictions that conflict with state licensing statutes.
Commissioner Powers moved to recommend approval of SP 5‑98 with the condition that there be no outdoor amplified sound; Commissioner Meek seconded. The commission recommended the special permit for approval with the stated condition.
