Board approves multiple procurement items, change order for riverboat landing and ratifies renovation contract

Board actions included approval of four requests for proposals: actuarial services, a tire-lease program (and authorization for the administrator to advertise the RFP), marketing services and human-resources consultant services for leadership and organizational development. Jesse explained the RFPs, noting that the tire program covers leased tires and on-site tire service staff.
Separately the board approved amendment number 1 and change order number 1 with Manhattan Road and Bridal Company for the First American Museum riverboat landing, a scope addition to provide additional electrical access at a cost increase of $77,726.82. The board also ratified and approved amendments 1–5 and adopted a resolution extending the time to award a contract to Kade Construction for the renovation of the Embark Administrative Building at 2200 South May at a project cost of $2,884,976.96; the board approved the contract and bonds and assigned PSI Intertek as testing laboratory. Staff said the renovation project has been in planning since 2021 and that the awarded bid came in under budget.
Motions for these items were moved and seconded and passed by electronic vote, according to the meeting record. Austin Reed of Kade Construction attended the meeting and was acknowledged by staff.
Why this matters: The RFPs authorize procurement activity that will affect operations and marketing; the renovation and change order move two capital projects forward and involve multi-hundred-thousand-dollar changes to contracts.
Next steps: Staff will advertise the tire lease RFP, proceed with procurement for the other services, and carry forward the renovation contract through required contracting and project-management processes.
