MAPS sidewalks and bike-lanes projects: board approves multiple change orders, hears progress reports and signs off to advertise Phase 2A

Engineers and contractors gave progress updates on multiple MAPS sidewalks and bike-lane projects and the board approved several routine change orders, amendments and a set of final plans to be advertised for bids.

Mark Long of Smith Roberts Baldeschweiler updated the board on sidewalks Phase 1A, describing three general alignment areas (Quail Creek, Britton Road and Northwest 23rd at Classen) totaling roughly 27,000 linear feet of improvements. He said Nash Construction holds the contract at $3,255,795, with work starting in July of the prior year and anticipated completion in June. Long described added alignments (including Walker Avenue and Park Place) that prompted proposed Amendment No. 2 for approximately $617,000 and a change order of $10,032; the adjusted contract amount was stated in the presentation.

Long also presented sidewalk Phase 1B work awarded to EMC Services for $2,286,312. Phase 1B covers about 23 city blocks in southwest Oklahoma City; the project has completed approximately 12 blocks to date. Change Order No. 1 for Phase 1B—$40,800—to cover tree removals and replacement of older non-ADA meter boxes was presented and recommended; the board approved the change order.

The board also considered a change order and amendment for MAPS bike lanes Phase 1B (North Closson Boulevard and Northeast 16th Street segments) increasing the contract by $35,617 for routine in-field repairs such as curb, gutter and traffic-signal cable replacement; the board approved that item as well.

John Stryholm (Garver) presented final plans and specifications for Sidewalks and Related Amenities Phase 2A (Lyrewood Lane, Northwest Expressway and May Avenue/NW 63rd Street areas). He said the estimated construction budget for Phase 2A is about $3.78 million and that the construction estimate of roughly $3.65 million falls under budget; an alternate to add solar-powered school crossing signs for Belle Isle Middle School would add about $65,000 but keep the project under budget. The board recommended approval of final plans to be advertised for bids; staff indicated plans would go to council and then to bid with construction projected to start in July 2025 and complete in approximately nine months.

Finally, the board approved a reconciliation change order for Katy Trail connections and Air Depot Trail (MAPS 3 projects) increasing that project by about $129,000 to reconcile quantities and add some sidewalk.

Board members praised crews and noted coordination challenges when multiple city projects occur in the same corridors. The transcript records approvals for the listed change orders, amendments and the Phase 2A advertisement recommendation, but does not include mover/second names or vote tallies.
