After discussion, the committee approved Jenkins’s appointment by roll call.
The committee then approved the mayoral appointment of Malaika Billups as permanent general manager of the Personnel Department. Council staff noted a financial disclosure statement for Billups was filed after the agenda was released and placed on file. Billups outlined priorities if confirmed, including police recruitment, a civil‑service rules review, improving supervisory training and stabilizing operations affected by the city’s Workday implementation. The committee approved her appointment by roll call.
Earlier in the meeting the clerk called the consent calendar items (3–9), which the committee approved as amended by voice vote.
Committee members thanked both nominees for their willingness to serve. There was no additional committee action on either nomination beyond approval and placement of a disclosure form for Billups.
