The Beaumont Planning Commission on April 9 voted unanimously to recommend that City Council suspend enforcement of Beaumont Municipal Code section 17.11.050 for up to six months, exempting existing single‑family primary dwelling parcels from certain off‑site improvement requirements.
Darren Usher, who presented the item for planning staff, said the current code can require homeowners to pay for off‑site underground utility or frontage work that often “increase[s] the costs of their projects substantially, usually double or triple the amount of the original estimate.” He told commissioners staff is recommending an exemption for existing single‑family residences while the city completes a comprehensive zoning code update.
Under the suspension as presented, the exemption would apply to existing single‑family primary dwellings and would not apply to new single‑family construction, multifamily developments, duplexes or apartments. Staff said the six‑month limit ties the suspension to the anticipated completion of the comprehensive zoning code update. The commission sought clarification that accessory dwelling units (ADUs) remain treated as single‑family for the purpose of the exemption; staff responded that ADUs are considered within single‑family parameters under current state guidance and the city's interpretation.
Commissioners voted to forward the recommendation to City Council with unanimous support (6‑0). The motion instructs staff to include the suspension and related language in the upcoming comprehensive code update.
The item will go to City Council for formal suspension of enforcement and any ordinance changes.
