Commissioners celebrate CDBG award for parks; funding to pay for street repairs, playgrounds and shade for diamonds 9–10

Speakers at the April 10 Parks and Recreation Commission meeting described more than $1 million in Community Development Block Grant (CDBG) funding secured for park projects and outlined how the city intends to use the money for multiple projects across the park system.
Commissioner Chingas Dominguez (public comment) and parks staff credited coordination with the Citizens Advisory Committee and city staff for securing the block of CDBG funds. “We were able to score a million dollars from the CDBG funds to fund a bunch of projects,” Dominguez said during public comment, and he urged continued focus on directing CDBG awards to park priorities.
Parks Director Steve (last name not specified in the transcript) described the CDBG awards in more detail in the meeting: roughly $1.8 million in total grants includes money for the street in front of Hollydale Community Park, playground replacements, restroom privacy walls and other infrastructure. Parks staff said those funds also will cover shade structures for baseball diamonds 9 and 10 and a possible new playground at Gardendale tot lot.
“9 and 10 are the priority… If for some reason the funding doesn’t stretch we’ll fund 9 and 10 first,” parks staff said. Recreation staff reported that James Markell, recreation manager, is gathering quotes and design options and that the project is expected to move forward this year, with completion aimed by year‑end.
The commission moved and approved a motion to receive the oral update on shade procurement and related CDBG projects.
Parks staff cautioned that CDBG grants carry federal requirements that can increase project administration and cost; staff said earlier projects funded by CDBG required more paperwork and higher total contract costs than comparable general fund work.
