Council sends Founders' Rink flooring appropriation to equity committee after questions about winter ice plan and costs

The Somerville City Council on Tuesday sent the proposed $160,000 appropriation for fabrication and installation of flooring at Founders' Rink to the council's equity committee amid councilor requests for clearer assurances that winter ice will be preserved.

At the Finance Committee earlier this month, commissioners presented a cost estimate to make the rink a year-round multipurpose facility. Commissioner Jill Latham's memo estimated annual labor and storage costs of roughly $120,000 to install and remove flooring seasonally to permit creating an ice sheet in winter and using a floor surface when the rink is not iced. Administration estimates showed municipal revenue of about $35,000 per year from third-party operators, implying a net ongoing cost of roughly $85,000 per year.

Some ice-sports advocates asked the council not to approve the appropriation until the administration committed to budgeting the annual labor and storage costs in the FY26 budget and adopting a policy to set the seasonal dates for ice installation and removal. Councilor Davis urged patience and recommended sending the item to a committee that could consider both access and budget implications; several councilors agreed.

Councilor McLaughlin noted the administration is seeking multipurpose use because of limited recreation space in the city and thanked staff for exploring options, but he said he was uncomfortable voting for the appropriation without clarity that there would in fact be ice this coming winter. Councilor Klingen said he would vote for the appropriation if the administration guaranteed winter ice now; no such guarantee was made.

The council did not approve the appropriation at this meeting; it forwarded the item to the equity committee for further discussion and requested additional detail on timing, storage, and budgeting to support year-round operation while maintaining winter ice time.
