East Ridge council authorizes MTAS review of city charter

The East Ridge City Council unanimously voted April 10 to authorize the city manager to engage the Municipal Technical Advisory Service (MTAS) to review the city charter and return findings to the council.
Council Member Jackie Cagle made the motion, which was seconded by Council Member Ezell and approved by roll call (Vice Mayor David Tyler—yes; Cagle—yes; Ezell—yes; Andrea Witt—yes; Mayor Williams—yes). Council discussion noted MTAS offers a free charter review for member municipalities and can identify charter provisions that conflict with state law or with recent case law. Council and staff identified one missing provision in the copy of the charter in their files (a periodic five-year review clause tied to Ordinance 974, second reading dated July 10, 2014) and asked MTAS to check other sections for legal and administrative updates.
City Manager Miller and City Attorney Mark Litchford will coordinate MTAS’s work and return a report to council. Council members said they expect the MTAS review to identify necessary clarifications (for example residency language for municipal judges) and to suggest edits where state law or court decisions supersede charter language.
Ending Staff will engage MTAS and return findings and recommended amendments for council consideration.
