The board approved plans, specifications and the contract award at its April 9 meeting. Michael Bessette, the agency's executive director, told the board that bids opened the previous Thursday and that "our low bidder, our qualified contractor low bidder was Nordic Industries." He said the bid came in at $8,894,230, "and essentially it's $7,000,000 below our engineer's estimate."
