Board approves Silver State Schools Credit Union affinity card program for CCSD schools, legal counsel says contract includes protections for minors

The Clark County School District Board of Trustees on April 10 approved a contract with Silver State Schools Credit Union to offer an affinity banking card program that allows customers to designate a school to receive a small portion of eligible purchases.

Deason summarized the rebate rates described in the contract as about 0.2 percent for credit card purchases and 0.15 percent for debit card purchases to be distributed to identified schools at year end.
Trustees asked detailed questions about marketing, youth protections and pilot sites. General Counsel John Okazaki reviewed the contract and told trustees the agreement acknowledges federal and state consumer laws that protect minors and prohibit solicitation of students; he said the contract provides protections against targeting students for credit or debit account signups and reflected CCSD's obligation to ensure compliance.
Trustees also learned the program could include a pilot branch already operating at Southeast Career Tech Academy; district staff said that campus would be a likely first site for on‑campus programming. Board members asked about how marketing materials would be reviewed; staff and counsel referenced contract language that requires marketing to comply with district regulations and state law.
The board approved the consent agenda motion that included agenda item 2.16 (the Silver State contract) as part of a motion that tabled two calendar items and approved the remainder of the consent agenda. Trustee Dominguez moved the motion to table the calendars and approve the remaining items (including 2.16); Trustee Cavazos seconded. The combined motion passed 7–0, which resulted in formal approval of the Silver State agreement.
