The Owasso City Council voted to award a $56,546.97 construction contract to Servpro of South Tulsa County to renovate restrooms at Funtastic Island, a council agenda item staff said will allow the facility to operate year‑round.
City staff told the council the restroom building was constructed in 2005 without electricity or heat and that increased use since the splash pad was installed has made the facilities more in demand. "Servpro of South Tulsa County, Tulsa South Tulsa County, Oklahoma was the lowest bid at $56,546.97," Parks staff member Larry Lane said while recommending the award and authorization to execute the necessary documents.
Lane said the renovation work will remove a skylight, repair leaking and worn areas, install lighting and add a heater so the restroom can remain open outside summer months. He told the council 12 bids were received and that staff reviewed them for irregularities before selecting the low bidder. Lane said staff held a post‑bid interview with Servpro to confirm the company understood the bid amendments and could complete the work.
Councilors asked about Servpro's local experience and the warranty. Lane said the branch is new to the area though the Servpro brand has worked on city projects at the golf course; he said a city project manager will monitor the work onsite. "We will have a project manager out there watching," Lane said. The city clerk advised the council that the contract includes a two‑year warranty in section 6.9.
Councilors also asked about the project schedule and cost. Lane said funding is available in the parks 02/2425 budget and that the city had budgeted $70,000 for the work. He said the city typically issues a notice to proceed the week of contract award and staff hoped construction would begin the following week, weather permitting, with the project lasting about 30 days.
The council approved the motion to award the contract by voice roll call. The council also directed staff to monitor construction quality and to enforce the contract documents if workmanship deviates from the plans.
The renovation is intended to keep Funtastic Island restrooms available outside the summer season; staff said they aim to complete the work before the end of the summer season to minimize disruption.
