Stevensville council awards airport fuel-station contract to Energy Systems LLC; FAA concurrence required

The Stevensville Town Council voted 3-0 to award a contract for a self-service fuel station at the Stevensville Airport to Energy Systems LLC and directed staff to forward the award to the Federal Aviation Administration for concurrence.

Airport staff told the council two bids were received and that Energy Systems’ bid was $425,000, below an engineer’s estimate of $464,300. Staff noted Energy Systems did not complete the subcontractor/debtor list in the bid packet and told town staff the company intends to perform the electrical and civil work in-house, citing an on‑staff master electrician.

Council members and airport board members reviewed bid documents at a prior airport-board meeting and recommended the award. Council discussion focused on bid amounts and the bidder’s representations about in‑house work; no council member raised an objection before the recorded vote.

Airport staff also reported on related airport items: earlier responses to a fuel-tank RFP were reviewed by the airport board; the town is negotiating a short-term lease and fuel-service arrangement with a company called City Services so fuel can be available while the town procures a new tank; and asphalt-maintenance RFPs that were delayed because of federal funding uncertainty will be issued now that some federal funding actions have moved forward.

Next steps: town staff will forward award documentation to the FAA for concurrence and return to the council with any federally required conditions or with a fully executed contract once FAA concurrence is received.
