Commission members led by Kathy Guinn and Kathleen Harris pressed staff for details about the spay/neuter program. Michael (Animal Services staff) said the current grant-supported spay/neuter program has about a month and a half of funds remaining and is limited to City of Porterville residents. "Yes. It's for Porterville residents. You have to live in the City Of Porterville," Michael said, adding that the clinic verifies eligibility by address and ID and maintains a paper trail that the city can request.
