Committee renames personnel committee to Human Resources, agrees committee will review personnel recommendations

The Policy Committee voted to recommend renaming its personnel function to the Policy and Human Resources Committee and to give that committee explicit authority to study and consider personnel recommendations before those recommendations go to the full board.

Supporters, including Board President Johnson, said a focused committee could provide greater attention to staffing structure, recruiting and forecasting. Johnson said the committee's work could improve stability and clarity around staffing issues and suggested a trial period approach if needed.

Administration and other board members expressed caution about slowing hiring timelines: Dr. Garrison warned that routing personnel decisions through a committee could delay hiring, particularly during high-volume summer hiring. "This could also put that delay in our hiring practices," he said, noting the district sometimes needs special board meetings to onboard hires in time for the school year.

Committee language adopted in the motion would have the Policy and Human Resources Committee "assist in creating a learning environment that optimizes student achievement by studying and considering all personnel recommendations prior to board action, making recommendations to the full board, or denying the superintendent's personnel recommendations after study and deliberation." Committee members discussed using closed session for personnel matters as required.

The committee moved and approved a recommendation to the full board to change the policy name and expand committee responsibilities; the motion was seconded and approved by voice vote. Members discussed reviewing the approach after a trial period, with one suggestion to reassess in four months, but the final motion did not set an explicit automatic review deadline.
