Committee removes board parliamentarian from officer roles, approves related election and duties revisions

The Beloit School District Policy Committee voted to recommend a series of coordinated revisions to board-officer policies that remove the parliamentarian as a board officer and adjust election and duty language across related policies.

Board member Tom Hankins raised concerns that a sitting board member serving as parliamentarian could create a conflict of interest and is unnecessary when the board already follows Robert's Rules and has reference materials. "I kind of struggle with the parliamentarian being a member of the board," Hankins said. He added that surrounding districts (Clinton, Beloit Turner, Janesville, Parkview) do not have a board parliamentarian.

Board President Johnson and other members said they were not opposed to having a parliamentarian role but preferred it to be a non-sitting board member or an external advisor to avoid perception of bias. Johnson said she spoke with the president of WASB and the board attorney, who both advised that a sitting board member acting as parliamentarian is poor practice. Dr. Garrison noted that hiring an external parliamentarian would add cost and that the board president retains final authority on rulings.

Committee motions covered multiple policies (141, 141.1, 141.2, 141.2 rule changes and related duties), removing the board-parliamentarian sections and adding small wording adjustments (inserting "and" after 'clerk' in several places, removing references to parliamentarian). The committee moved to recommend the revisions to the full board, waiving first reading; the motions were seconded and approved by voice vote.

Members noted that some aspects of officer responsibilities could be reshaped later (for example, combining secretary and parliamentarian duties under a different heading), and that the change aims to facilitate shorter meetings and reduce perceived conflicts. The full board will consider the coordinated revisions at its next meeting.
