The Beloit School District Policy Committee on Thursday recommended the full board approve revisions to policy 345.4 covering student promotion and retention, including a change tied to Wisconsin Department of Public Instruction guidance and removal of the policy's separate appeal process.
Mrs. Beavers, who presented the revision, said administrators had cross-checked the draft with DPI guidance on promotion and added a sentence under retention: "In the event that the school/district representatives recommend retention, but the parent or guardian does not consent, the student will be promoted to the next grade regardless of other factors." She also said the committee was recommending striking the previous appeal process.
Committee members asked whether the questions the board raised at the full-board level prompted the revision. Mrs. Beavers and others said the questions at the prior full-board review prompted further administrative clarifications prior to recommending final approval.
The committee moved to recommend to the full board the approval of the revisions to policy 345.4, waiving first reading and approving for final reading. The motion was seconded and approved by voice vote; "Aye. Motion carried."
