Planning staff reports administrative approvals, 114 residential permits and code amendment approval

Planning staff provided a monthly activity update to the commission that covered administrative approvals, a council‑approved town code text amendment and recent permitting volumes.

Eric Swanson, presenting the activity update, said the council previously approved all items that had been on the recent commission agenda and that the council also approved a miscellaneous town code text amendment that resides outside the zoning code and therefore does not come before the planning commission. He said that some provisions of that town code text amendment may affect how staff address related items in the zoning code going forward.

Swanson listed three recent administrative approvals: Mountainside Fitness (a tenant in the Vineyard development near Sprouts and Target at Ironwood and Combs), a daycare facility in Heritage Town Square that is now open, and a redevelopment for Horizon Irrigation on Ocotillo Road just east of the railroad tracks. Swanson said these items were processed administratively to expedite development.

Swanson also reported that staff approved 114 residential permits in the past month.

Commissioners asked questions about conceptual pad layouts for the Mountainside Fitness site and likely commercial uses on the nearby pads; staff said the conceptual plan included three pads in front of the fitness site and that prospective commercial users — potentially restaurants, and possibly a drive‑through — had not yet made formal submissions.

Swanson closed by saying staff will continue to provide updates and answer questions in future meetings.
