Planning staff told the commission the original Pine Ridge Club PUD (approved in February 2005) had envisioned up to 256 condominium units and additional apartments; construction produced 64 condominiums before work stopped in 2008. The developer, Silverthorn Homes, proposed a plan for 31 single-story ranch villas and 82 two-story rear-loaded townhomes — a total of 113 units — which the applicant said represents a substantial reduction in density compared with the original approvals.
