The Bedford Planning and Zoning Commission unanimously approved the final plat for Lot 1, Block A of Glade Park South on April 10, 2025, clearing a procedural hurdle for a planned H‑E‑B store on the 17.75-acre site north of Cheeks Parker Road.
The plat application, presented at a public hearing, covers property that largely lies within the City of Euless but is partially inside Bedford city limits. Enrique, a member of Bedford planning staff, told commissioners the application "meets all of our subdivision regulations" and recommended approval. "The proposed plat meets all the criteria, and therefore, the approval body takes action on it," he said.
Joe LaCroix of Baird Hampton and Brown Engineering, the applicant’s engineer, answered technical questions about access and floodplain mapping. He said the applicant submitted a FEMA map revision for the site that Bedford staff and FEMA had approved and that the project would dedicate 2,402 square feet for a deceleration lane tied to planned signalization on Cheeks Parker Road.
John Rose, representing H‑E‑B, described store planning and customer-access priorities and told commissioners the company had worked to secure multiple entrances and a traffic signal. "We want to be here as bad as y'all want us here," Rose said, adding that the company plans a roughly 20,000-square-foot store with fueling and curb delivery and that initial stocking and opening will generate heavy truck traffic.
Commissioners asked about access and nearby road improvements. Staff and the applicant said the development will include three access points from Cheeks Parker, one from Rio Grande Boulevard via an access easement, and a connection on Heritage Avenue for partner parking; they noted a portion of Heritage Avenue and a bridge near the site lie in Colleyville and are subject to that city’s plans.
After brief discussion, a commissioner moved to approve the plat application number 20Five-one; the motion was seconded and "passes unanimously," according to the chair. The commission chair then welcomed H‑E‑B to Bedford.
Why it matters: final plat approval is the formal planning action Bedford’s commission must take when a plat meets subdivision rules; the decision allows the developer and Euless (per an interlocal agreement) to continue infrastructure work and site construction. The project will alter access and traffic patterns at a busy intersection and requires coordination with neighboring jurisdictions and with FEMA-mapped floodplain adjustments.
The meeting also included a short staff update that the zoning ordinance rewrite will return to the commission for an extensive, detailed session on May 8, 2025. No formal direction or action on the zoning rewrite was taken at the April 10 meeting.
