Board awards North-End athletic upgrades and orders rebid for South-End after large bid variance

The Santa Rosa County School Board approved a contractor award for North-End athletic upgrades and ordered a rebid for South-End projects after bid results exceeded the board’s phase estimates at a workshop and regular meeting April 10.
McKim & Greef presented bid results for the 2025 athletic-services safety/rehab work. Staff recommended awarding the North-End package to the low bidder, Rhodes Inc. of Northwest Florida, and the board voted to approve that award. For the South-End package, bids significantly exceeded the planning-phase cost estimate and the board authorized staff to re-advertise and rebid the South-End scope; a May 13 bid opening and May 15 pre-bid meeting were scheduled.
Separately, H3 DAG Architects, McKim & Greef and district construction staff updated trustees on multiple ongoing projects. Soundside High School is under active construction, with metal panels, brickwork and sports-lighting installation underway. TR Jackson pre-K kitchen renovation work has mobilized and contractors have constructed a temporary serving line while demolishing the existing kitchen for replacement of plumbing and electrical. Wallace Lake K-8 is in final correction stages; the contractor used spring break to complete some items and the project team will meet to review completion plans. Jay Elementary’s cafeteria renovation is underway: the contractor built a temporary serving line, demolished interior finishes and will move to underground plumbing and electrical next.
Board members were informed that owner-direct purchasing practices have yielded significant district savings on other projects. The board and staff said they will return with additional procurement steps and timelines as bid and construction milestones progress.
