Parks board approves Windsong Community Park master plan after 555-response survey

The Park and Recreation Board of Directors for the Town of Prosper on April 10 approved the Windsong Community Park master plan after staff reported a public survey produced 555 responses.
The plan, which the TELUS Windsong Group funded and TBG prepared, consolidates previously discussed field and court layouts and adds items the public specifically requested. Kurt Ballahertz, parks staff, said the only new items respondents asked for that were not already shown in earlier drafts were “a splash pad, volleyball and badminton, and a skate park.” He told the board the team will evaluate whether all of those elements can fit into the initial project and said the master plan will go to Town Council on April 22 for that body’s review.
The master plan process included outreach and a public survey completed about two weeks before the meeting, Ballahertz said. “We did a public survey, and we had a fantastic response. We had 555 responses,” he told the board. Much of the feedback reaffirmed earlier design choices, he said, while listing the additional features citizens requested.
Board members voted to approve the document during the meeting. The motion to approve was made by Kyle Leferne and seconded by Valerie Little; the board recorded a unanimous 5-0 vote in favor.
The staff presentation noted that some requested elements may be phased depending on funding. Ballahertz said a splash pad would be small footprint and “maybe we can work that in,” while noting that badminton “is almost better as an indoor sport” because the shuttlecock can be affected by wind. He also described the plan as a starting point for a phased build as funds become available.
Board members were offered access to the full survey results; Ballahertz said staff can email the full findings to board members on request.
Procedural details: the master plan was prepared after the TELUS Windsong Group engaged consultant TBG to develop concept designs and conduct outreach. Staff will present the board-approved master plan to Town Council on April 22 as the next step toward implementation.
The board did not identify a funding package at the April 10 meeting; staff described Phase 1 as contingent on future funding and ahead-of-time planning.
