Multiple tenants, tenant-association representatives and organizing groups described Acacia Cliffs as one of the remaining naturally occurring affordable communities in their area and said the property houses low-income tenants, students and people with medical needs who lack alternatives nearby. Speakers offered personal statements describing long searches for affordable housing, reliance on proximity to transit and medical care, and the upheaval forced relocations cause.
Developer representatives told council they previously notified tenants and have engaged in discussions, and said they were prepared to comply with the city's DB 90 affordable housing requirements and other policies. The developer's attorney asked council to keep the postponement short so negotiations can move forward.
Council members hearing the testimony split on timing but ultimately agreed to a longer neighborhood postponement (to May 22) so the newly formed tenant association and the applicant could continue to negotiate. Councilmembers emphasized urgency for progress and asked both sides to continue constructive engagement in the interim.
