Council and staff discuss Edge data center expansion on Loop 12 and citywide data-center planning; P&Z recommended approval

The council reviewed a zoning application for a second Edge data center on Loop 12 during the April 10 work session. Planning staff recommended approval and the Planning & Zoning Commission voted 5–0 to recommend the rezoning and site plan.

Staff and councilmembers discussed power and infrastructure needs as part of the review. Planning staff said the site is adjacent to one of the city’s largest Encore substations and the property’s location is favorable for data-center use; utility capacity and redundancy will be subject to Encore’s engineering study. “Usually the answer is go do a study,” a staff speaker said when asked whether Encore had available capacity.

Why it matters: Data centers can require large, reliable electrical supplies and raise questions about redundancy, substation access, and local infrastructure. Councilmembers urged staff to identify preferred locations and coordinate with Encore on longer-term capacity planning. Staff said they already maintain criteria and potential preferred sites based on existing overhead power, substations and compatible zoning and offered to bring those options to the Planning & Development committee.

What was decided: The Loop 12 rezoning for the Edge data center expansion had P&Z approval 5–0 and staff recommended approval; council discussion focused on ensuring adequate electrical redundancy and on a citywide approach to siting data centers. Council asked staff to bring a map and strategy for preferred locations to a future committee meeting so the city can proactively evaluate where data centers are appropriate and how utilities would be served.

Next steps: Developers seeking electrical service will need Encore studies to confirm capacity and redundancy. Staff will present preferred locations and siting criteria to the P&D committee for discussion.
