Rob Dye, the applicant, presented revised plans for a two-podium development totaling 575 residential units. Dye said the scheme includes larger-than-typical unit sizes to accommodate families — 1-bedroom units ranging about 650–850 square feet, 2-bedrooms about 1,050–1,250 square feet and 3-bedrooms of roughly 1,250–1,500 square feet — and described an exterior palette intended to provide a “modern” street presence and pedestrian connections to Esters Road. He said podium construction provides noise mitigation and a stronger street orientation compared with some other building types.
Council discussion referenced prior meetings and study-session questions about unit mix and parking. Councilmember Kyle Taylor had asked about unit sizes during the study session; the applicant said the average unit size is about 877 square feet. Councilmembers in support said the design and amenities would improve the corridor; council members in opposition expressed concern about density, parking and the scale of the project.
The council passed the comprehensive-plan amendment and rezoning (Item 34) and the mixed-use site-plan ordinance with variances to parking, landscaping and minimum commercial-area requirements (Item 35) on companion 6-3 votes.
