Commission approves facade, lighting and deck repairs for downtown building; owner plans May 1 start

The Livingston City Historic Preservation Commission approved plans for facade repair, exterior lighting replacement and a deck-level change at a downtown building after the property owner described structural and safety concerns.
Property owner Susie told commissioners the rear deck has a hazardous step and that patrons at her tenant’s business—the Fainting Goat—have nearly fallen. “My tenants are the Fainting Goat. And, when this deck was built, there’s a step down that has proven to be very dangerous,” Susie said. She said a builder is ready to start work May 1 and that an engineer’s design narrative should be available by April 25 to satisfy building-permit requirements.
Susie said she plans to repair and restore brick on the front of the building, address suspected structural issues on the alley side and replace three existing upper sconces with fixtures matching the building’s period. She told the commission she selected a contractor who previously worked on nearby historic buildings.
Commissioners asked whether the rear repairs and deck elevation change would be visible from the public right-of-way and whether the work would alter the building’s appearance. Staff said the deck work would not be visible from the public right-of-way and suggested the owner verify electrical work and deck reinforcement with the building department. The owner confirmed she will apply for a building permit and said stamped drawings were not required; the building department needs only an engineer’s design narrative.
A motion to approve the owner’s proposals — including stucco repair, brick restoration, removal of two lower sconces and replacement of three upper sconces — passed without objection. Commissioners advised Susie to check the building department for required permits and told her facade-improvement funding may be available through the city’s Urban Renewal Agency district; Susie said she will obtain a second bid and apply for that funding.
The commission did not impose additional historic-review conditions beyond the approvals recorded at the meeting.
