Summerville council approves several routine items, appoints municipal recorder and advances Maple Street easement ordinance on first reading

The Town of Summerville Town Council voted on multiple routine and procedural items during its April 10 meeting.

The council approved the minutes for the referenced meeting agenda items (items a, b and c). A council member recused themselves from items b and c because they were not present for those items, and the council acknowledged the recusal before voting to approve with the stated recusal.

The council voted to postpone petitions identified as items a and b and to postpone pending bills and resolutions listed as agenda items until the May council meeting.

Under introduction of bills and resolutions, the council approved first reading of an ordinance to grant an easement across the property identified in the meeting as TMS number "+1 301000110" for utility lines related to the Maple Street extension project; the council asked staff and the town legal team to double-check the TMS number before second reading. A motion and second to approve first reading carried.

The council appointed Tammy Knowles as municipal recorder for the Summerville Municipal Court by motion and second; the motion passed with council voices of "aye." The council also authorized the Summerville Police Department to enter into a memorandum of understanding (MOU) with Homeland Security Investigations for joint operations. Council discussion indicated the MOU is a reimbursable agreement: the town would apply for reimbursement from Homeland Security Investigations for officer expenses incurred during joint operations rather than receive a fixed annual payment.

The council moved into executive session to discuss a personnel matter related to an appointment for a member of the Tree Protection Board; the motion to enter executive session carried.
