Sandpoint staff outlines Division Avenue Corridor Phase 2 design and outreach steps

City staff told the Pedestrian and Bicycle Advisory Committee on April 10 that Division Avenue Corridor improvements will continue with a Phase 2 design to add curb, buffers and pedestrian facilities for two blocks north of the Phase 1 work.
City Engineer Brandon Steglen described Phase 1 work completed in 2023 on the east side of Division between Highway 2 and Michigan and said Phase 2 will extend the same concept north from Superior to Pine Street. "Phase 2 will be this area that I have highlighted in kinda red on my screen here. It's just gonna be 2 more blocks to finish on the East side of Division between Superior and, and Pine Street," Steglen said.
Steglen said the city has an approved grant to fund the project and that he intends to do preliminary design in-house to reduce consultant costs. He outlined the standard public process: preliminary plans will be presented publicly (likely at city council), then council will be asked to approve advertising for bids and later to approve awarding the contract when bidding concludes.
Committee members discussed prioritizing areas that would benefit vulnerable users, including sidewalks near Farm and Stidwell schools and snow‑management problems, and asked staff to consider curb‑ramp accessibility and spot fixes where driveway slopes are noncompliant. Steglen noted that recent federal/state public right-of-way accessibility guidance (PROWAG) affects design requirements and that curb ramps and ADA considerations will be part of the project planning.
No formal action was taken; members suggested scheduling a follow-up discussion item with more detailed plans for committee feedback before design is finalized.
