Cedar City Council approves multiple zoning changes, ordinance revisions and budget updates; consent items pass unanimously

- Ordinance: Rezoning near 366 Dewey Avenue (Item 7). The council approved an ordinance amending the zone from Multiple Dwelling/Multiple Unit R3M to Special Housing District (SHD) for property in the vicinity of 366 Dewey Avenue. The applicant’s engineer, Daryl Brown of Watson Engineering, answered questions about building height and parking; the council approved the ordinance by vote.
- Ordinance: Rezoning near Old Highway 91 (Item 8). The council approved an ordinance to amend zoning from Master Plan Development (MPD) to a mix of R21, R3M and Central Commercial for properties near 2604 South Old Highway 91. The council discussed the MPD-to-RDO transition and approved the zoning change.
- Ordinance: Building-height limitations in residential zones (Item 9). The council modified Cedar City ordinance sections pertaining to building-height limitations in residential zones, adjusting the adopted height standard (the ordinance change as discussed was adopted by council vote).
- Annexation and general-plan amendment for 33.08 acres (Items 10–11). The council approved annexation of roughly 33.08 acres near 3700 West and 600 North and adopted an amendment to the general plan changing the land use from Rural Estate Residential (RE) to Light Industrial/Manufacturing, followed by a zone change to INM-1 (light industrial/manufacturing).
- Ordinance: Parking requirements for certain residential projects (Item 12). The council adopted a modification to Cedar City ordinance 26-b-2 to establish parking requirements for small detached dwellings or tiny-home-style multi-family developments. Council clarified and corrected a typographical error: the applicable size threshold is 1,000 square feet (not 10,000). The ordinance as adopted permits limited tandem parking for 1- and 2-bedroom units as described in the adopted text.
- Fiscal-year budget revision (Item 13) and RDA budget resolution. The council adopted a resolution revising the fiscal-year 2024–25 budget; the city’s Redevelopment Agency separately adopted a corresponding RDA budget revision. Both measures passed on recorded votes.
For most items the council approved motions by roll call or voice vote and the meeting transcripts record 'Aye' votes and several roll-call affirmations; the clerk recorded motions as carried by the council. No item on the agenda failed during the meeting.
