Burke County prepares transfer of $3.25 million legislative grant to Partners Behavioral Health for opioid rehabilitation center

At the April 7 pre-agenda meeting the county manager told the Burke County Board of Commissioners the county is preparing a budget amendment to allow disbursement of a $3.25 million direct appropriation from the North Carolina General Assembly to support an opioid rehabilitation center.
The manager said the General Assembly approved the appropriation two years ago and authorized Burke County to pass the funds to Partners Behavioral Health, the local LME/MCO. Because the appropriation was sent as cash to the county, the manager said the county must adopt a budget amendment to permit the outflow to Partners. The manager said the item had been discussed previously at a February working session and that this amendment would enable the county to make the payment to Partners.
No final payment was recorded at the pre-agenda meeting; the budget amendment was listed on the consent agenda for consideration at the regular meeting.
County Manager: "...in 2022 Burke County received a $3,250,000 grant from the general assembly as a direct appropriation, to help facilitate an opioid rehabilitation center. Legislatively, the approvals already happened to allow the county to pass those dollars, to redirect them to Partners Behavioral Health...This is the budget component to allow us to make that payment out to Partners."
