The Alamance County Board of Commissioners voted on April 7, 2025, to adopt a revised holiday-pay policy that allows emergency employees to bank holiday leave and limits payouts above 40 hours. County staff projected the adopted approach would cost about $773,000 annually and recommended budgeting for that amount beginning in the next fiscal year.
Ms. York, who presented the alternatives at the meeting, said staff developed two options after board direction: a policy that would pay holiday hours as earned (projected at about $1.1 million annually) and a policy that would allow leave accrual with payout only for banked holiday hours above 40 (projected at about $773,000 annually). "The other version also has a cost to it," York said, summarizing the options and their budget implications.
York advised the board that implementation would require a funding appropriation in the upcoming budget for either option and that staff recommended no lump-sum payout in the current fiscal year because employees had already been compensated beyond the previously adopted policy.
Commissioner Quayola and Commissioner Allen both voiced support for the lower-cost option and for paying employees closer to the time they perform the work. After discussion, a commissioner moved to adopt the banked-leave option with the board amending the motion to make the new policy effective immediately to cover upcoming holidays. The board voted in favor by voice; the clerk recorded the action as unanimous.
Staff said the adopted policy will require a budget appropriation in FY2025–26 to cover the projected annual cost and that staff will return with budget language. Commissioners also discussed that actual annual costs could be lower than the full payout estimate because some employees would take time off rather than request payout.
Ending: The board directed staff to implement the revised holiday-pay policy immediately for upcoming holidays and to include the estimated cost in the FY2025–26 budget process.
