John McGuire, county sustainability coordinator, emphasized that NRAC is one of several referral partners for the expansion review and that NRAC’s scope is to provide perspective to planning staff and the planning commission when an application is filed.
The committee approved the 2022 Community Concerns report and directed staff to forward it to the Board of Commissioners and DEQ. "That passes," a chair said after the vote; staff confirmed the report will be forwarded to the board and DEQ.
DSAC also moved to approve draft minutes from a previous meeting with a disclaimer acknowledging that the draft minutes may be incomplete and that recordings or transcripts will be used to reconcile any discrepancies before finalization. Committee members discussed adding a brief caveat to minutes posted online so the public knows the minutes may lack detail until transcripts are finalized.
Committee members agreed to hold an orientation/work session for new members, pursue a site tour of the landfill and invite DEQ to explain permitting and enforcement procedures at a future meeting. The committee also discussed reestablishing channels for community submissions via the county’s online portals.
