Managing Director Adam Teal acknowledged the problem and described it as a long-standing, complex workflow issue that can involve multiple entities — for example phone or utility companies and private contractors — before the city can complete a job. "It depends," Teal said in response to whether a ticket was closed at the point of transfer. "We're trying to make sure that we're getting right: when is the ticket closed? Is it when it's done? Is it when it's transferred?"
Teal said the city is proposing funds in FY26 for an upgraded 311 app and additional resources to improve transparency, dashboards and the handoffs between 311 and operating departments. He said work is underway with PhillyStat 360 to publish more data publicly so residents, businesses and council offices can see progress and status.
