City says highway and corridor beautification funds will be coordinated across agencies

Council members asked the managing director's office how the administration will allocate and coordinate multiple appropriations aimed at highway and commercial-corridor beautification. The question followed presentation of FY26 budget items that fund overlapping efforts in the managing director's office, the Office of Clean and Green, mural arts programs and the Commerce Department.
Deputy Managing Director Mike Carroll said the administration is seeking agreements with PennDOT and other partners to define work on the highway network and to align local commercial corridor work with Clean and Green and the Commerce Department. "We're trying to reach an agreement with PennDOT to do a series of events over the next fiscal year to make sure we're prepared for all the events in 2026," Carroll said.
Carroll told council the mural-arts work on expressways is being “rebooted” after vandalism and that PennDOT is drafting a policy that will change how murals are handled on the expressway system. He said the administration expects to resource cleanup and refresh projects and expand mural protection and workforce pathways where feasible.
Managing Director Teal described the budget presentation as putting dollars “closest to the work” and said agency-level funding is intended to support execution while the managing director's office coordinates across silos. "It's not like we're going to have somebody coming in and doing work and then painting over it," Teal said.
Why it matters: Several council members expressed concern that similar beautification money appears in multiple departments’ budgets. The administration said the efforts would be complementary and coordinated, and officials pledged to work with PennDOT on highway murals and to synchronize allocations across agencies.
What’s next: Administration officials said they expect to finalize interagency agreements with PennDOT and to supply council with further details as procurement and program plans are finalized.
