Legislative committees approve budget amendment trimming ARPA-funded oversight positions in Governor's Finance Office

The joint Assembly Committee on Ways and Means and Senate Committee on Finance approved budget amendment A25391340 revising decision units E499 and E599 for the Governor's Finance Office, eliminating multiple positions funded with American Rescue Plan Act (ARPA) coronavirus state fiscal recovery funds and changing funding sources for other positions.
The amendment, presented by Alex Hart of the Legislative Counsel Bureau's Fiscal Analysis Division, eliminates five vacant positions funded with ARPA effective July 1, 2025; funds one position with ARPA through June 30, 2026 and eliminates it July 1, 2026; and funds two positions with ARPA through April 30, 2027 and eliminates them afterward. Two other positions are funded with ARPA through April 30, 2027 then are funded with general fund appropriations for the final two months of fiscal year 2027. One position's funding was changed from ARPA to 100% general fund effective July 1, 2025, and one position was revised to a 50/50 ARPA/general fund split effective July 1, 2025.
Fiscal staff explained the April 30, 2027 dates reflect the last date ARPA funds may be expended for oversight, reporting and monitoring related to those federal funds. The Governor's Finance Office indicated some of the positions revised to general fund support are intended to be ongoing in future biennia to carry out work such as statewide cost allocation plan (SWCAP) and attorney general cost allocation plan (AGCAP) tasks and other special projects.
Committee members asked no substantive questions during the presentation. Senator Dondero Loop moved approval of the decision units as read by staff; Assemblymember Bachus seconded. By voice vote — “Aye” — the motion carried.
The committees' action adopts the governor's proposed budget amendment language instead of the original ARPA-based funding plan included in the executive recommendation.
