Craig Pulsfer, legislative director of Equality California, testified in support and said many districts have not yet adopted LGBTQ‑inclusive textbooks and materials as required by law; he cited a statewide survey finding that nearly two‑thirds of districts had not yet complied. Several education and youth organizations testified in support, saying monitoring would help ensure consistent implementation.
Opposition testimony ranged from school superintendents who said the original bill raised LCAP concerns (but who indicated they would remove opposition if amendments were adopted) to family‑rights groups that opposed the measure on policy grounds. Committee discussion focused on whether the amended bill would expand LCAP requirements; the author and committee staff said the adopted amendments removed LCAP language and clarified scope.
