Commission approves revised phases for Hamadora Quarry; operator to reclaim pit as pond

The Douglas County Commission on April 9 approved a site plan (SP205‑00004) that revises the phased mining plan for the Hamadora (Eudora) Quarry at 1232 East 2300 Road. Staff recommended approval after finding the proposed phase changes were administrative and did not alter the conditional‑use permit conditions imposed on the operation.
Mary Miller, city–county planner, said the original quarry phases were not established as formal conditions and instead had been set by the operator. The application rearranges the boundaries of Phase 1 and other phases to allow operators to work deeper areas and continue extracting different limestone layers safely without prematurely closing active benches. Miller said reclaimed areas must be final graded and seeded before mining may proceed more than 10 acres into the next phase, per CUP conditions.
Applicant representatives described technical reasons for the change. Patrick Watkins, attorney for Ham Companies, described the request as an administrative update tied to operational sequencing. Bridal Devereaux, vice president of the quarry division, said the quarry employs 12 full‑time staff and supplies a range of construction‑aggregate products used locally for concrete and asphalt. Devereaux also described annual royalty payments for road maintenance tied to tonnage sold and noted the quarry received Kansas reclamation recognition in 2025 for work elsewhere.
Miller said the reclamation plan for this quarry anticipates a large pond and includes contouring and a 25‑foot below‑water elevation to provide safe egress. Staff recommended approval of the site plan as proposed; the commission approved the motion, 5‑0.
No formal changes were made to the quarry’s 23 CUP conditions; the commission’s action approved the revised phasing and the reclamation plan as shown in the staff report.
