City dangerous‑premises officer Christy Garza told the board the property was inspected by the city's Dangerous Assessment Response Team (DART) on Oct. 11, 2024, and presented photographic evidence of extensive damage, missing siding, broken and subsequently boarded windows, signs of water damage and vagrant occupancy.
