The site lays out a 10‑step review process derived from the county’s water and sewer extension ordinance and includes sketch plan and construction plan checklists, links to technical specifications and a description of the capacity allocation step.
Panico told commissioners her team averages 120–130 plan reviews per month. She said the fastest the full process can be completed, from sketch plan through permitting and development agreement, is about eight months if submittals are complete and timely; larger developments often take 12–18 months. Staff emphasized the website does not provide “will‑serve” letters or an up‑front capacity allocation — those commitments come later in the review process.
County communications said the page has tracked roughly 1,000 views since October; staff and commissioners encouraged making the link easy to find (email signatures, redirect from the county website) and using the site to answer frequent developer questions about capacity and next steps.
