Senate File 3237, offered by Senator Rest, would exempt sales tax on tickets sold for major golf championships and related events hosted in Minnesota, including PGA-sponsored competitions. Proponents described the exemption as an economic-development signal to national and international event organizers.
Phil Anderson, general manager of Hazeltine National Golf Club and a PGA of America board member, and Adam Dunnick of the Minneapolis Downtown Council testified in favor. They said large championships produce multi-day and statewide economic activity — citing the 2016 Ryder Cup’s independent economic-impact estimate of roughly $130 million, and suggesting that modern events can produce substantially larger figures when spectators extend stays beyond the event site.
Supporters told the committee that ticket-tax exemptions are one tool among others (state and local hospitality partnerships, marketing and infrastructure investment) to keep Minnesota competitive when other states offer incentives. The sponsor said the exemption is an incentive for events that bring hotel stays, restaurant spending and statewide tourism impacts.
The committee laid the bill over for possible inclusion in a future omnibus bill, and proponents said they would continue to refine the revenue estimate and justify the fiscal treatment as a strategic investment.
