Committee members framed the action as part of a difficult budget exercise. Chair Noor thanked nonpartisan and partisan staff and other contributors, saying the committee worked “to get where we are” while confronting required reductions. Noor noted the committee faced a $1,300,000,000 biennial budget constraint and warned the package will have impacts across group homes, nursing homes, seniors and people with disabilities. Noor said the panel did not accept a particular governor proposal, adding, “we didn't do the 351 that was proposed in the governor's bill.”
Speakers also described steps taken to limit harm for people receiving housing support. According to committee remarks, the package does not remove the housing support supplemental and aims to “hold people harmless” in that program. Members said the bill contains investments aimed at substance use disorder and mental health services, wage adjustments for nursing home staff, and changes intended to keep recipients of Personal Care Attendant (PCA) and Consumer Directed Community Supports (CDCS/CFSS) services in their communities.
Formally, the committee adopted the amendments (DE1, A2‑1 and DE1 as amended) by voice vote and then voted to re‑refer House File 2434, as amended, to the Ways and Means Committee. The committee recessed to the call of the chair after the vote; no further substantive action on the bill was recorded in the transcript.
House File 2434 will next be considered by the Ways and Means Committee where budgetary and fiscal tradeoffs will be considered further.
