The House Workforce, Labor and Economic Development Finance and Policy Committee voted during a meeting to send an amended House File 2440 to the House Ways and Means Committee to meet a procedural third deadline.
Co-chair Pinto moved both the referral and an amendment, saying the committee was "just really sort of moving some process along" while leadership information is still pending. The committee approved the motions by voice vote; members said there were no oppositions on the record.
House File 2440 was described in the meeting as the committee's vehicle for its budget. Co-chair Pinto said the DE1 amendment will convert the file into a vehicle to meet the committee's deadline and that a fuller bill will be brought back for public testimony and committee amendment once missing information from leadership is received. "When we do have a final bill to present to you all, we will do so in this committee, receive testimony," Pinto said.
Chair Baker agreed, saying the committee would move the file to Ways and Means and keep it there until chairs can finalize the bill. Baker told members the committee would not meet the next day and that further meetings would be scheduled after the Easter/Passover recess, at the call of the chair. Representative Schultz asked about the immediate scheduling logistics; Baker replied, "No. We will not have the meeting tomorrow."
Committee members emphasized that the action taken was procedural to meet the third deadline and that substantive review, testimony and amendment will occur in this committee before a final bill is forwarded from Ways and Means. The meeting concluded after the referral was completed and the chair declared the committee adjourned.
The record shows the committee approved: 1) a motion to refer House File 2440 to the House Ways and Means Committee, and 2) a motion to adopt the DE1 amendment to House File 2440. Both motions were approved by voice vote with no recorded opposition in the transcript.
