Residents press council on aging trees, street repairs, veterans banners, weigh station and other quality-of-life issues

Several residents used the public-comment period at the April 9 council meeting to raise neighborhood quality-of-life and city-service issues.

Tree safety and street repaving: Livia Smith said she had seen trees fall and asked about the city’s approach to aging street trees and whether a listing exists of streets scheduled for repaving in 2025, specifically citing Wall Street between Fifth and Sixth (also referred to as Welsh/Wall Street). Interim L&I Director Andrew Hayman replied there were no definitive updates for that location and that the 2025 paving list (discussed at a previous meeting) did not include Welsh Street. He said staff would continue to explore options.

Dumpster and litter complaint: Susan Dennis complained that a dollar store at Seventeenth & Edgemont has no commercial dumpster and instead uses movable cages that blow over in high wind; she said the cages cause litter and an eyesore. City staff were asked to follow up with L&I.

Retention pond safety: Resident Warren Santone raised safety concerns about a retention pond under construction at Memorial Park, saying temporary fencing had been removed and children were playing near water. Council staff directed Santone to report hazards to the stormwater authority office and said the city would convene a meeting to discuss the responsible-contractors ordinance (RCO) in response to related public concerns.

Veterans banners: A city official reported the veterans-banner program rollout is scheduled for May 30, 2025; banners will be installed near 290 East Twelfth Street (the highway on/off ramp area). Organizers said nine applications had been received and that 10 are required for a full order, with plans to proceed to secure the display and program visibility.

Weigh station and police enforcement: Multiple residents questioned the status of the weigh station and enforcement in school zones. Police Commissioner (Commissioner Blackwell) said officers are deployed in school zones during arrival and dismissal but noted manpower and competing priorities can limit continuous coverage; he said officers are scheduled for required weigh-station training to reopen that revenue-generating resource.

Receivership final report: A representative for the receivership team said a final report to the Commonwealth Court is being prepared and expected for submission in May; the report will be public once submitted.

These comments highlight neighborhood-level infrastructure, safety and revenue issues that affect daily life for Chester residents. Several items — street repairs, hazardous trees, retention-pond safety and the weigh-station status — may require interdepartmental coordination and follow-up to address public safety or generate revenue.

What’s next

City staff committed to follow up on the dumpster complaint with the L&I department, to continue examining paving priorities and street lists for 2025, to coordinate with stormwater/stormwater authority on the retention pond, and to pursue weigh-station staffing and training. The receivership representative said the final report will be shared publicly when submitted in May.
