Plainview council approves special election, utility easement, downtown phase two and service-center sewer repairs

Each measure passed by a recorded vote of 6-4.
City Secretary Mrs. Hinoza presented Resolution R25-660 to order a special election after the passing of Council Member McDonough. Hinoza said the city charter requires a special election within 120 days to fill the unexpired term. The resolution sets the election day for Saturday, May 31; early voting at City Hall from May 14 through May 27; the voter-registration deadline as May 1; and the candidate filing period as opening the day after the meeting and running through April 21 at 5:00 p.m. Hinoza named Jackie Lopez as early-voting ballot-board judge and Alicia Johnson as District 3 election judge; staff recommended a $10-per-hour pay rate for poll workers to match the county. Council Member Rascon moved R25-660; Council Member House seconded. The motion passed 6-4.
Public Works Director Mr. Weems presented a resolution accepting a 10-foot underground utility easement from RJ Ventures in the Mesa Verde addition. Weems said the easement parallels the west side of Kermit Street where an existing gas line is located; staff recommended acceptance. Council Member House moved the easement resolution R25-661; Council Member Rodriguez seconded. The motion passed 6-4.
City staff (Mr. Crosswhite) presented Resolution R25-662 to expand the downtown Phase 2 project area submitted to the Economic Development Administration (EDA). Crosswhite said the amendment adds the Ash Street intersection to the previously approved Ash Street segment to better tie the work together. Staff listed project elements for the added area: 645 linear feet of sidewalk, 865 linear feet of curb and gutter, a 346-foot drainage flume, seven drainage inlets, seven ADA ramps and six lights; speakers are planned so music will play downtown as it does near City Hall. Crosswhite said the city’s share of the project cost is $732,041 and that the project has been budgeted over several years. A public hearing on the change drew no attendees, Crosswhite said. Council Member Rascon moved the resolution; Council Member Martinez seconded. The motion passed 6-4.
Public Works staff next presented a service-center sewer-line replacement project. Staff said the building’s original plumbing required replacement after a collapsed sewer line, and Park Hill Engineering recommended a solution that avoids wholesale concrete demolition by installing a smaller lift station overhead of the existing sump. The city opened bids March 17 and received one local bid from Concrete Connection for $98,005.85; the opinion of probable cost had been $125,000. Staff recommended approval and said the project is covered in the city budget. Council Member House moved to accept the bid and proceed with the sewer-line replacement; Council Member Dickerson seconded. The motion passed 6-4.
Each of the four motions was adopted by voice vote with the mayor absent; the clerk announced the 6-4 tallies. There were no substantive public comments on the contested items during the meeting.
