Loudoun Board approves 2025–26 action plan for federal CDBG and HOME grants

The Loudoun County Board of Supervisors on April 9 approved the countywide annual action plan for federal fiscal year 2025–26 for the Community Development Block Grant and HOME Investment Partnerships program.

The plan was presented as a consolidated hearing item with staff recommending approval and the applicant waiving presentation time. No members of the public registered to speak on the item, the board said. Chair Randall moved to approve the plan; Supervisor Glass seconded the motion after clarification on the record about who had seconded.

County staff warned that the county had not yet received the federal grant funds. Mr. Govan, a county staff member, confirmed that the funds were not yet in the county’s accounts: “That’s correct.” He said the county must report its results to the U.S. Department of Housing and Urban Development by May and that, based on prior years, disbursement could take additional months. “We’ll be performing regular updates to our program management,” Govan said.

The board voted to approve the action plan. The clerk announced that the motion would pass and noted two members, Mr. LeTourneau and Mr. Kershner, were absent for the meeting.

Because the plan’s implementation depends on receipt of federal funds, county staff indicated any awards to subrecipients or contract disbursements would be contingent on actual funding arriving and on HUD reporting requirements being met. The board did not request additional public hearings on the item during the session.

The county’s next administrative step is to submit the required report to HUD by May and provide periodic updates to the board as the award and disbursement timeline becomes clearer.
