The Torrance Public Housing Agency board of commissioners approved its fiscal 2025–29 five‑year plan, the fiscal 2025–26 annual plan and an amended administrative plan at a public hearing and subsequent vote, staff said.
“The item before the board of commissioners of Torrance Public Housing Agency is to adopt its public housing agencies, otherwise known as PHA, fiscal year 2025 through ’29 five‑year plan, along with the fiscal year 2025–26 annual plan, as well as approve the PHA’s administrative plan and corresponding resolution,” Michelle Ramirez, deputy executive director, told the board during a staff presentation.
Ramirez said the plans outline the agency’s mission and strategies for serving low‑income and very low‑income families and cover administration of the Housing Choice Voucher, supportive housing voucher, emergency housing voucher and stability vouchers. The administrative plan revisions were presented to ensure compliance with guidance from the U.S. Department of Housing and Urban Development, including changes related to the Housing Opportunity Through Modernization Act (HOPMA). Ramirez said HUD had postponed an initial HOPMA compliance date and Torrance would operate under pre‑HOPMA policies until HUD sets a compliance date.
Following a public hearing with several speakers offering general support and personal accounts about housing affordability, the board voted to adopt the plans and the corresponding resolution, recorded in the meeting as Resolution No. PHA 2025‑01. The clerk announced the motion carried with Board Member Kalani absent.
The administrative plan had last been approved on Sept. 26, 2023, and went into effect Oct. 1, 2023, Ramirez said. The revised administrative plan incorporates procedural changes intended to align local policy with HUD requirements once a HOPMA compliance date is established.
