"There's a lot of flexibility in what you can build in that central area," Petra said, summarizing the permitted and conditional uses in the village boundary and explaining that routine residential and many commercial uses proceed by ministerial building permit while larger projects or subdivisions would be a land‑use decision requiring planning review.
