Council adopts new municipal-code rules for parks and off-leash dog areas

The Montebello City Council voted unanimously to amend the municipal code to update park rules and to add a new chapter establishing rules for off-leash dog parks.
Director of Recreation and Community Services Mitchell Sosnowski (presenter) told the council changes to Chapter 12.24 will clarify conduct rules for newer amenities — including pickleball courts and exercise stations — and add prohibitions such as roping off areas, unauthorized amplified sound and unauthorized use of city utilities. The department also proposed a new Chapter 12.27 specifically for dog parks to set hours of operation, vaccination and licensing requirements, maximum dogs per adult, a prohibition on aggressive dogs and other conduct rules.
Sosnowski credited staff across departments for preparing the ordinance language and said the proposed dog-park rules draw on local best practices. He told council the rules allow city employees to ask people to leave and to enforce posted rules through code enforcement and police contacts.
Council members asked whether dog licensing is handled by the city; staff confirmed dog licensing is processed by the finance/animal-licensing office. A motion to approve the ordinance language carried unanimously on roll call.
