Council adds Morrison Park rehabilitation to FY24-25 CDBG projects list

The Agoura Hills City Council on Wednesday adopted Resolution No. 25-2098 to add the Morrison Park rehabilitation project to the city’s current fiscal year 2024–25 Community Development Block Grant (CDBG) projects list.
The vote clears the way for staff to finalize design plans and seek Los Angeles County Community Development Authority (LACDA) approval so the city can put the construction portion of the project out to bid before the next fiscal year. "By adding this project to our current fiscal year it allows the city to have design plans from M6 Consulting approved by the LACDA including seeking bids for the construction portion prior to the upcoming fiscal year 25-26," Deputy/Analyst John Tricliff told the council.
Why it matters: Councilmembers characterized the project as an accessible-playground priority for families and senior residents. The rehabilitation scope presented by staff includes new play equipment, a poured-in-place rubberized surface, new Americans with Disabilities Act–compliant benches and rehabilitation of the path of travel to the play area.
Financial and procedural details: Staff said there is no fiscal impact in the current year because CDBG funds have already been appropriated for FY25–26; adding the project now lets the city finalize design and seek bids so construction can proceed when FY25–26 funds become available. M6 Consulting was awarded the design contract at a prior meeting; after design completion staff will solicit construction bids and seek LACDA final approval.
Council members praised staff work and the project’s community value. Council members called the project an appropriate use of CDBG funds and expressed support for moving the design and bidding process forward to avoid further cost escalation.
The resolution passed on a roll-call vote of 5 to 0. Staff indicated the next steps are LACDA approval of design plans and issuing construction bid documents once design is complete.
