Resident urges Littleton Licensing Commission to help shape legislation, cites Robert's Rules

Pam Chadbourne, a Littleton resident, used the commission’s public comment period to urge the Littleton Licensing Commission to play a formal role in shaping local legislation and to seek inclusion in the city’s charter review process.
Chadbourne praised the commission’s use of rules of order, saying, “Robert's Rules help meetings be conducted in a way that people can participate best.” She told commissioners the body performs quasi-judicial evaluations and has expertise and data that could improve local lawmaking; she specifically referenced past marijuana legislation as an example of a measure that could have benefited from licensing-commission input. Chadbourne said she would like the commission to consider contributing to legislation as advocates for residents and the city.
The commission reminded speakers that it cannot discuss or take action on topics raised during public comment that are not on the meeting agenda under the Colorado open meetings law; matters raised may be referred to staff for additional information and future reporting. During reports, the commission noted two new license applications will appear at the next meeting and that new member Andrew Hancock is expected to attend future meetings.
Chadbourne’s remarks were limited to the meeting’s three-minute public comment period and did not prompt formal action during the session.
